Νέος Εθνικός Συντονιστής για Ναρκωτικά

Πραγματοποιήθηκε σήμερα στο υπουργείου Υγείας συνεδρίαση της Εθνικής Επιτροπής Σχεδιασμού και Συντονισμού για την Αντιμετώπιση των Ναρκωτικών, ύστερα από πρόσκληση του υπουργού Υγείας, Ανδρέα Ξανθού προκειμένου να παρουσιαστεί ο νέος Εθνικός Συντονιστής για την Αντιμετώπιση των Ναρκωτικών, Χρήστος Κουϊμτσίδης.

Κατά την εισηγητική του ο υπουργός Υγείας, αναφέρθηκε στον Χρήστο  Κουϊμτσίδη, σημειώνοντας ότι πρόκειται για έναν επιστήμονα εγνωσμένου κύρους με σταδιοδρομία στη Μεγάλη Βρετανία και θα συμβάλει καθοριστικά στη συνολική προσπάθεια που καταβάλλεται στη χώρα μας.  Τόνισε επίσης, ότι η σημερινή συνεδρίαση είναι μία επανεκκίνηση της διαδικασίας κατάρτισης ενός Εθνικού Σχεδίου για την αντιμετώπιση των ναρκωτικών και των άλλων εξαρτήσεων, πάνω σε συγκεκριμένους και καθορισμένους άξονες.

Ο Ανδρέας Ξανθός είπε ότι στόχος της πολιτικής του υπουργείου είναι, «μέσα από συλλογική προσπάθεια να υπάρξει μια , συνεκτική και αποτελεσματική παρέμβαση που και θα προσφέρει άμεσα και ορατά  αποτελέσματα στην κοινωνία και στα ίδια τα εξαρτημένα άτομα. Στόχος μας είναι η καθολική κάλυψη των αναγκών του πληθυσμού που θα βασίζεται σε ένα μακρόπνοο σχεδιασμό, ο οποίος θα ξεπερνά τα όρια μίας κυβερνητικής θητείας. Σημείωσε επίσης, ότι το υπουργείο Υγείας προτίθεται να παράσχει κάθε δυνατή βοήθεια προς αυτήν την κατεύθυνση τονίζοντας, «επιδίωξή μας είναι σε αυτήν την προσπάθεια να συμμετέχουν τα εμπλεκόμενα υπουργεία, οι φορείς και όλες οι δημόσιες δομές που δραστηριοποιούνται στον τομέα αυτό, με σεβασμό στην ιστορία και την προσφορά του καθενός και με συγκεκριμένους- διακριτούς ρόλους και υποχρεώσεις».

Ο Ανδρέας Ξανθός χαρακτήρισε τέλος, σημαντικό το γεγονός ότι το νομοσχέδιο που συζητείται αυτές τις μέρες στη Βουλή περιέχει σημαντικές και πρωτοποριακές -για τα ελληνικά δεδομένα-παρεμβάσεις, όπως οι Χώροι Εποπτευόμενης Χρήσης, οι Κοινωνικοί Συνεταιρισμοί Ένταξης (ΚΟΙΣΕΝ) και η ηλεκτρονική συνταγογράφηση ναρκωτικών για χρήση.

Από την πλευρά του ο νέος Εθνικός Συντονιστής για τα Ναρκωτικά, Χρήστος Κουϊμτσίδης, ανέφερε ότι στην Ελλάδα έχει γίνει ήδη μεγάλη προσπάθεια στην αντιμετώπιση του προβλήματος των ναρκωτικών και αυτό που χρειάζεται είναι να υπάρξει σωστός συντονισμός δράσεων, προκειμένου να επιτευχθεί το καλύτερο δυνατό , τόσο για την κοινωνία, όσο και για τον ίδιο τον χρήστη ουσιών. Τόνισε ακόμα, ότι σε αυτήν την προσπάθεια θα συμβάλλουν σημαντικά τα στοιχεία και τα παραδείγματα που υπάρχουν από άλλες ευρωπαϊκές χώρες, αφού πρώτα αξιολογηθούν αυστηρά και προσαρμοστούν στις ανάγκες τις χώρας μας. Σημείωσε τέλος, ότι από τη λειτουργία της επιτροπής περιμένει, έναν γόνιμο και εποικοδομητικό διάλογο που ακόμα και μέσα από διαφωνίες και αντιθέσεις, θα μπορεί να συνθέσει ένα καθαρό και σαφές μήνυμα προς την κοινωνία.

Στη συνέχεια το λόγο πήραν οι συμμετέχοντες στην Εθνική Επιτροπή Σχεδιασμού και Συντονισμού για την Αντιμετώπιση των Ναρκωτικών, που μίλησαν για τους στόχους και τις προσδοκίες τους από τη λειτουργία της επιτροπής.

Στην Εθνική Επιτροπή Σχεδιασμού και Συντονισμού για την Αντιμετώπιση των Ναρκωτικών μετέχουν: εκπρόσωποι συναρμόδιων υπουργείων  για το ζήτημα των ναρκωτικών και εκπρόσωποι εποπτευόμενων φορέων του υπουργείου Υγείας για την αντιμετώπιση των εξαρτήσεων (ΟΚΑΝΑ, ΚΕΘΕΑ, Ψ.Ν.Α., Ψ.Ν.Θ., Εθνικό Κέντρο Τεκμηρίωσης και Πληροφόρησης για τα Ναρκωτικά (Ε.Κ.Τ.Ε.Π.Ν.), Δίκτυο Κέντρων Πρόληψης των Εξαρτήσεων και Προαγωγής της Ψυχοκοινωνικής Υγείας).

Κυρ. Μητσοτάκης: Ανοιχτή η ΝΔ να συζητήσει μια πρόταση για ελεγχόμενους χώρους χρήσης ναρκωτικών

Η εποπτευόμενων χώρων χρήσης ναρκωτικών, την οποία η ΝΔ αντιμετωπίζει καταρχήν θετικά, ήταν το αντικείμενο της συνάντησης του προέδρου, Κυριάκου Μητσοτάκη, με εκπροσώπους φορέων και ειδικούς.

Τη θέση αυτή είχε προαναγγείλει ο Κυριάκος Μητσοτάκης στην πρόσφατη συνάντηση που είχε με νέους ανθρώπους που έχουν ολοκληρώσει προγράμματα απεξάρτησης και του είχαν απευθύνει το συγκεκριμένο αίτημα. Στη σημερινή συνάντηση επανέλαβε την ανάγκη να αντιμετωπιστεί ένα πραγματικό πρόβλημα και να βοηθηθούν τα εξαρτημένα άτομα που αναγκάζονται να κάνουν χρήση στους δρόμους της Αθήνας και των μεγάλων πόλεων.

Στη συνάντηση μετείχαν ο καθηγητής Επιδημιολογίας και Προληπτικής Ιατρικής, Άγγελος Χατζάκης, η καθηγήτρια Ψυχιατρικής, Μένη Μαλιώρη, όπως και οι εκπρόσωποι των φορέων Νίκη Βουδούρη (PRAKSIS), Μάριος Ατζέμης (Θετική Φωνή), Tάσος Υφαντής (Γιατροί του Κόσμου), Σοφία Γαληνάκη (Διογένης – Διάλογος Πολιτικής για τα Ναρκωτικά – Πλατφόρμα ΜΚΟ για τις Ψυχοδραστικές Ουσίες), Γιώργος Καλαμίτσης («Προμηθέας»), Χρήστος Αναστασίου (Δίκτυο Ομότιμων Χρηστών Ψυχοδ/κων Ουσιών) και Άννα Καβούρη (Κέντρο Ζωής).

Στην εισαγωγική του τοποθέτηση ο κ. Μητσοτάκης μεταξύ άλλων ανέφερε: «Θέλω να επαναφέρω στο διάλογο το πρόβλημα της ανεξέλεγκτης χρήσης ναρκωτικών στην Αθήνα, αλλά και σε άλλες μεγάλες πόλεις. Ένα πρόβλημα το οποίο και εσείς έχετε αναδείξει και το οποίο, δυστυχώς, έχει πάρει πολύ μεγάλες διαστάσεις, καθώς έχει μια έντονη κοινωνική χροιά, αλλά και μια πτυχή που αφορά τη δημόσια υγεία. Είναι ένα πρόβλημα για το οποίο δεν μπορούμε πια να παριστάνουμε πως δεν το βλέπουμε, όταν χρήστες ναρκωτικών περιφέρονται σήμερα σαν σκιές στους δρόμους της Αθήνας. Είμαστε ανοιχτοί να κάνουμε μια συζήτηση χωρίς προκαταλήψεις και χωρίς στερεότυπα. Και να συζητήσουμε και την πρόταση για ελεγχόμενους χώρους χρήσης ναρκωτικών».

Ο κ. Μητσοτάκης επισήμανε ότι είναι θετικό πως στην σχετική συζήτηση εμπλέκεται και η Τοπική Αυτοδιοίκηση αφού η υλοποίηση προϋποθέτει τη συνεργασία της -και ειδικά του Δήμου της Αθήνας. Είπε ακόμη: «Γνωρίζω ότι υπάρχει ενδιαφέρον και από την κυβέρνηση να αντιμετωπιστεί το ζήτημα αυτό. Αλλά για εμάς είναι ζήτημα προτεραιότητας» και διαβεβαίωσε ότι «δεν υπάρχει καμία διάθεση από μένα να εμπλακούμε με την κυβέρνηση σε καμία κομματική αντιπαράθεση γι' αυτό το θέμα».

Αφού ο κ. Μητσοτάκης άκουσε τις προτάσεις των εδικών οι οποίοι εξέφρασαν επιφυλάξεις για ορισμένες από τις θέσεις της κυβέρνησης «όπως για την υποχρεωτική μητρώου για τους χρήστες, η απουσία πρόβλεψης για κινητή μονάδα βοήθειας των εξαρτημένων ατόμων, η ανάγκη να αναπροσαρμοσθούν πιθανώς και κάποια άρθρα του ποινικού κώδικα», επιφυλάχθηκε η ΝΔ να τοποθετηθεί συνολικά και με εποικοδομητικό τρόπο τις επόμενες μέρες.
